The Illinois Department of Natural Resources has adopted a new regulation, effective May 26, 2005. This regulation states that All resident dog handlers, scouts and gunners are required to have a valid Illinois hunting license and habitat stamp. It is further stated that a written exemption from the Department waiving the hunting license and habitat stamp will be granted to all non-resident gunners, dog handlers and scouts. The WCNI has signed a waiver for all non-residents attending our field functions and it will be on file with the DNR. All Illinois residents attending WCNI functions are responsible for obtaining a valid Illinois license and stamp.
